Panama City and Panama City Beach, Florida, are the clear real-world template, both for the physical geography — a stretch of Gulf coast known for once-booming spring-break tourism — and for the specific note of economic decline Rockstar has leaned into. It's a sharper, sadder counterpoint to the glossy Miami-inspired Vice City just down the coast.
